Robert G. Loughery was sworn in as a Bucks County Commissioner on February 3, 2011, after being appointed to the Board of Commissioners by the Judges of the Court of Common Pleas of Bucks County, and was elected to a full term in November 2011. He was re-elected to a second term in November 2015 and served as Chairman of the Board in 2012 - 2016 and again in 2018 & 2019.
Under his leadership as Chairman, working collaboratively with his fellow Commissioners, Bucks County has achieved many important milestones and accomplishments. During this period, the county reduced its workforce by nearly 10%, made strategic investments in technology to improve efficiencies for county employees, increased appropriations to replace and repair County-owned bridges, produced budget surpluses in 2013, 2014 & 2015 and opened a new Justice Center. Additionally, the County of Bucks secured and has maintained two Aaa bond ratings awarded by Moody's and Standard & Poor’s and has sustained greater than 95% funding of their Pension obligations.
Through bipartisan efforts, Rob was instrumental in supporting funding for DA Matt Weintraub to add 6 new detectives to start a Bucks County Drug Strike Force targeting dealers of heroin in our communities. Further, he supported bipartisan efforts to have the Corrections department partner with the Drug & Alcohol Commission to establish a first ever drug treatment program within the jail system for individuals suffering addictions. He actively led the efforts to reorganize the county’s housing, economic and community development departments that helped leverage new investment in municipalities, as well as improved access to affordable housing for veterans and individuals with disabilities. These efforts were recognized by PA DCED with the receipt of the 2018 Governors Award for Local Government Excellence. He also spearheaded the efforts to strengthen partnerships with the Bucks County Community College to establish a first-ever Metalworks Training Program that has graduated 165 individuals with 155 job placements; and, was one of the driving forces to create a new, state-of-the-art Center for Workforce and Economic Development to be located at the BCCC Bristol campus.
A real estate investor and small business owner, Rob is a partner/owner of BFRL Realty Associates, Inc., and has founded and managed multiple real estate investment entities for nearly 2 decades. His real estate development experience includes redevelopment, in-fill development and industrial real estate projects. He has worked on projects located throughout regions of the United States. Prior to that, his professional background includes extensive management and implementation of community & economic development programs working with state and federal agencies.
Rob serves on numerous boards and authorities including the Board of Covenant Bank, Grand View Health, Pennsylvania Housing Finance Agency, Pennsylvania Convention Center Authority, Bucks County Conservation District and the US Trade Representative Intergovernmental Policy Advisory Committee. He is Chairman of the Bucks County Retirement Board and served on the Delaware Valley Regional Finance Authority from 2012-2018.
A 1987 graduate of Central Bucks East High School, he earned a BA in Policy and Management Studies from Dickinson College in 1991. Following graduation, Rob was commissioned an officer in the U.S. Army Reserves. A resident of Bedminster Township, he and his wife, Kathy, have three daughters – Grace, Evelyn and Amelia.
